Professor Shobe divides his time between the Batten School and UVA’s Weldon Cooper Center for Public Service, where he leads the Center for Economic and Policy Studies. He is a central figure in statewide environmental policy advancement. At the 2021 Virginia Clean Energy Summit, Shobe presented Governor Ralph Northam with a comprehensive progress report on the Commonwealth’s initiative to mandate net-zero emissions in its electricity sector by 2050. Before joining UVA, Shobe held the position of Associate Director for Economic & Regulatory Analysis at the Virginia Department of Planning & Budget (DPB), where he received numerous accolades for his groundbreaking Virginia Regulatory Town Hall website. This website was the first of its kind in the nation, facilitating the management and public awareness of state regulatory development.
